Shelbyville Community Unit School District #4 Board of Education met April 21.

Here are the minutes provided by the board:

The Board of Education of Shelbyville Community Unit School District No. 4 met in a 7:00 P.M. Regular Meeting in the Shelbyville High School Auditorium. Members present: Jake Hankins, Gary Hayden, Vincent Warren, Scott West, Ellen Trainor and Rob Bosgraaf. Absent: Abbie Ballard

Approved by consent agenda were the Open and Closed Minutes of the March 17th, 2022 and the March 2022 Board Bills, Expense Summary, Revolving Funds, Activity and Fund Summary.

Mr. Schuricht discussed the 2022-2023 Student Handbook changes. The handbook will be on display and on agenda in May for approval.

Mr. Schuricht reviewed the current FY2022 quarter budget and stated the district would need a budget amendment of all four of the summer projects are completed at the end of the fiscal year.

• On March 1, 2022, the Regional Office of Education coordinated a substitute teacher recruitment event at the Lake Shelbyville Visitor Center per our request. The ROE leadership hosted several other recruitment events throughout the area after giving further consideration to the proposal. In the past few months, we have been successful in adding 10 new substitute teachers to the employability list.

• Spring musical was a tremendous success. The students performed the Disney classic, Beauty & the Beast.

• SAT

All juniors took the SAT on April 13, 2022. The freshman and sophomore students completed a practice SAT on this same day. It is always advantageous to remove the senior level students from the school building when administering these state mandated assessments. This year, we created a unique partnership with IHI Turbo. All seniors traveled to IHI Turbo on April 13, 2022. They received a plant tour of the facility, and participated in several breakout sessions led by industry experts.

• SHS student, Rope Hatfield, recently signed an industry agreement with South Central FS. He will attend Lake Land College tuition free, work within a supervised occupational experience, and enjoy the benefits of gainful employment at FS once his post secondary education has been completed.

T.O.P.-The following students were selected by the staff and students for the January Treating Others Politely (T.O.P.) award:

• Glow Dance- April 8th was our first junior high school dance in two years. Sixth-eighth grade students were able to attend from 7-9 p.m.

• Honor Council- Moulton Student Council has been awarded Honor Council status for the ninth time since 2013. This requires our students to put in additional community service hours and supporting organizations in need.

• I.A.J.H.S.C.- State convention is April 22nd and 23rd in Springfield. Student Council representatives will attend presentations regarding leadership and how to further develop our students' leadership. Tessa Bowers will also speak as the district representative for our area.

• Shelbyville Dam-Our fourth grade students will complete a tour of the dam on April 25th and 26th.

• State Testing- IAR testing has been completed in 4th-8th grade. The ISA test is complete in 8th grade and 5th grade is in progress. Our DLM testing is over halfway complete.

• "Too Good For Drugs”- “Hour House” (Formerly CEAD) is an anti-drug organization that received a grant for the "Too Good for Drugs” curriculum. They will provide 10 lessons on topics from making good choices to resisting peer pressure with our 4th grade students next year. The following year, the program will expand to 4th and 5th grade.

Silas Pogue reported:

• Varsity Boys & Girls Track & Field Teams attended the State of Illinois Top-Time Meet at Illinoi Wesleyan University on March 25th and brought home a combined 18 medals with over 25 Personal Best's on both the Girls and Boys Teams.

• JH Boys and Girls Track Teams won the Shelby County Invitational Meet on Thursday April 7th with a total of 8 Teams attending in cold temperatures.

• Our Varsity Baseball Team has won 8 straight games in a row; and our JV Baseball Team has played well in 6 games.

• Varsity Softball Team has competed in 5 Games thus far (weather). Varsity Boys Tennis Team competed in the Mattoon Invitational Tournament (Held at Effingham Park District) on Saturday April 9th.

• Shelbyville/Moulton was reached out to by the IESA Executive Director in regards to hosting the 12 Team 3A Sectional On May 13th (Friday) at 1:30 PM.

• 8th Grade Volleyball Team Won the Class 3A IESA State Tournament held at Pana HS on the Weekend of March 11th and 12th-they defeated a tough Morris-Saratoga Team to complete their season at 21-4. Congratulations to all players and Coach Keown on this fantastic accomplishment.

Scott Enkoff reported:

• Central Illinois has been experiencing an unusually wet, cold spring. I had hoped for more temperate weather by now, but the gentle spring showers and warmer temperatures that we are used to have eluded us thus far. The large quantities of rain from these spring storms has resulted in periodic water infiltration into both Main Street School and the high school auditorium. The staff from both the Maintenance Department and Custodial Department work diligently to mitigate and manage these situations.

• An inspection of the roof at Main Street School revealed a sizable tear in the roofing material in the general location of the largest leak. This area has been patched, and I am hopeful that the patch will stay intact until this roof can be replaced. The roof replacement project at Main Street School is scheduled for summer 2022. The materials have been ordered and the projected start date will be early July at the latest.

• The water infiltration into The Shelbyville High School Auditorium is due to poor drainage, outside the East wall of the auditorium. Torrential rains cause the subterranean water table to elevate to the point that water migrates through the wall. The addition of drainage to this area is scheduled for this summer as well. The material has been ordered and delivery is expected prior to the projected start date of June 6th, 2022.

• Additional projects scheduled for the summer of 2022 are the resurfacing of the running track and the replacement of three stoops at The Shelbyville High School. The stoop replacement project has a projected start date of June 6th, 2022. This project will run concurrently with the drainage project. The resurfacing of the running track is slated to commence no later than July 29th, 2022. I conversed with the project manager for this job and have been assured that this project will be completed well before the first football game of the season, which is scheduled for Friday, August 26th, 2022.

• The second phase of the removal of the blighted Ash trees at the Shelbyville High School campus has been completed, with the grinding of the stumps. The third and final phase will be the backfilling and the grass seeding of the craters created by the stump removal. This final phase will most likely take place after the end of the school year.

• We are in the process of upgrading kitchen equipment in all three school kitchens. The purchase of a convection oven and a serving counter for Main Street School was approved for purchase last month and both units have been ordered. A quotation for a convection oven for the high school kitchen has been submitted, and I hope to purchase this equipment soon. The purchase of additional equipment and installations will be phased over the forthcoming months. Going forward we are working toward the replacement of the flooring in both the cafeteria and the kitchen at the high school.

• I reported last month that the rooftop unit for Moulton's gymnasium has a heat exchanger that is badly rusted and in need of replacement. Fortunately, this unit is still under warranty, and this heat exchanger will be replaced without cost to the school district. A replacement heat exchanger has been delivered for this unit. The installation will take place soon, as the heating season is nearing its conclusion.

• Conversation of touchless faucets and flush valves continues. The fixtures are being systematically replaced as time permits. This is an ongoing project that will be carried out throughout the school year. The bulk of the fixtures at Moulton have been exchanged, the work at Main Street School has been completed, and we are approximately three quarters of the way through the updates to the high school.

• Conversion of the paper towel dispensers to touch free units in all schools is complete. The dispensers were delivered and installed at the end of March. The vendor was able to complete all of the installations in two days. The new dispensers seem to be well received by both staff and students.

• Maintenance staff continues to prioritize and complete work orders as they are received. We struggle to accommodate all requests, given current staffing levels and timing. Unfortunately, there has been a backlog of work orders due to the need to reallocate maintenance personnel to cover absences as needed. The current climate of supply chains is presenting some unique challenges as well. We are experiencing lack of availability of some products, and services.

• Members of the custodial department continue to meet the daily needs of the staff and students with normal cleaning functions and light maintenance work. We are in the process of evaluating and adjusting the daily routines, now that the COVID 19 restrictions have been lifted.

• Staff from the maintenance department and custodial department continue to meet the needs for set-ups and associated tasks for practices and events. With the ongoing concerts and events, and the spring sports season upon us, both departments are busy providing ancillary support for these activities.
