City of Tuscola City Council met Dec. 27.

Here are the minutes provided by the council:

In the absence of Mayor Kleiss, Hoey moved and Slaughter seconded Alderman Shoemaker act as Mayor Pro-Tem for the meeting. VOTE YEA* Brace, Day, Hoey, Morris,  Shoemaker, Slaughter. 

The regular meeting of the City Council was called to order with Brace, Day (virtual), Hoey, Morris (virtual), and Slaughter in attendance. In addition to Mayor Kleiss, Aldermen Rund and Waldrop were absent. Mayor Pro-Tem Shoemaker led the Pledge of Allegiance. 

Public Comment - None 

Consent Agenda 

Shoemaker went over the items on the consent agenda: 

•Minutes of the December 13, 2021 meeting - 

• Financial report for November 2021 

• Payment of bills totaling $1,908,503.23 

• Community Building lease with alcohol from Tuscola Home Center for Christmas party January 15, 2022 

Hoey moved to approve the items on the consent agenda. Day seconded. VOTE YEA* Brace, Day, Hoey, Morris, Shoemaker, Slaughter, Day moved to approve the consent agenda for December 27, 2021. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Shoemaker, Slaughter. 

Mayor - No Report 

City Clerk - No Report 

City Treasurer Treasurer Long reported no TIF delinquencies. Long mentioned all 2021 golf cart permits expire December 31, 2021. Golf cart owners can apply for and purchase their 2022 (black/gold sticker) online. 

City Attorney - No Report 

City Administrator - No Report 

Requests for TIF Assistance 

- Administrator Hoel updated the council on the Love's reimbursement discussed at the last meeting. The redevelopment agreement, drawn up close to three years ago, is for construction of Moore Ave, the intersection with US 36 and the entire private development. The invoices, waivers, and supporting documents for the project have been reviewed, Hoel stated. The engineer has also reviewed the project. All recommend recommend paying the full $1,800,000 reimbursement. Hoey moved to approve the payment of $1,800,000, to Love's Travel Stops & Country Stores, Inc., as reimbursement for construction of Moore Ave., as described in the redevelopment agreement dated March 11, 2019. Slaughter seconded. VOTE YEA* Brace, Day, Hoey, Morris, Shoemaker, Slaughter. 

Administrator Hoel discussed the proposal received regarding the purchase of lots 1, 2, and 7: i of Amishland Country Village Phase II. Carle Health has proposed purchasing the three lots for $280,000, and building a 12,000 square foot medical clinic. If council approves the purchase by Carle Health, a TIF redevelopment agreement will be drawn up, Hoel added. The agreement will include wording giving the city first right of refusal on Carle's current property on route 36 near the Egyptian Trail. Hoel stated he anticipates a closing with Carle within three months but is unsure about their construction timeline. Hoey moved to approve the proposal submitted by Carle Health for the purchase and development of lots 1,2, and 7 in Amishland Country Village Phase ll. Day seconded. VOTE YEA* Brace, Day, Hoey, Morris, Shoemaker, Slaughter. 

Mayor Pro-Tem Shoemaker wished all a Happy New Year and a safe and prosperous 2022! 

The motion to adjourn was made by Slaughter and seconded by Day. VOTE YEA* Brace, Day, Hoey, Morris, Shoemaker, Slaughter.
