The Board of Education of Shelbyville Community Unit School District No. 4 met in a Regular Board meeting at 7:00 P.M., November 19th, 2020, in the Shelbyville High School Gym. Members present: Mike Durbin, Jake Hankins, Scott West, Vince Warren, Ellen Trainor and Rob Bosgraaf. Absent: Gary Hayden

• Veterans Day Event- Due to Covid restrictions and safety precautions, this year's event was a district collaboration. The drive through style celebration was on November 11th from 12 p.m.-3p.m. around the dam at Lake Shelbyville. The area featured patriotic student art work as well as family created signs. 

During the event, Miller Media played patriotic music, recordings of our students' speeches, and conducted live interviews on WSVZ 98.3 FM. WAND TV and WEIU also covered the event. Throughout the day, four video tributes were posted at the link below through the district website and Facebook page. The event brought in donations for Pride Packages in the total of $1,116.55. 

• Veterans Day Videos Midterm- 

• Midterm ended November 13th. Progress reports will be mailed home on November 20th. 

• Remote Learners- Families will have until December 1st to declare if they will be utilizing the remote learning option for the second semester.

Shannon Shallenberger Board Report:

• Early Childhood 

Baby STEPS

o Baby TALK Annual Conference ~ 2 days of PD for Baby STEPS staff 

o Continuously screening 0-3 year olds, as students age-out (turn 3), new students are added to the program off of our wait list ~ always maintaining 50 children 

o Two remote learning kits are sent home each month containing developmental perspectives and activities specific to the child's age in months (16 months old = 16 month perspective & activities), snack, a learning activity for parents to complete with their child, and a board book (once per month) 

o Two home visits each month with Family Support Specialist to work on goals (child, parent/child interaction & family)

✓ Remote or in-person with appropriate PPE & symptom checks

• STARS Preschool

o All of our first semester remote learners have chosen to be in-person learners for the second semester

• The HS Scholastic Bowl Team will participate in its first match on Thursday--November 12th @ Meridian High School at 5:30 P.M.

• The CIC is in agreement with the no-spectator policy; and will include only student-athletes, moderators, and coaches for all of these matches. 

• (Shelbyville is scheduled to host the CIC Scholastic Bowl Tournament on Jan. 9th) 

• Varsity Football Head Coach Bill Duckett was selected from the IHSA & Country Companies for the month of November's “Country Financial Teacher Spotlight" 

• IESA/IHSA Update on Winter Sports: 

--Both of the JH and HS Wrestling seasons have been pushed to a later time period this season (HS is scheduled to begin in the summer season...JH is To Be Determined) 

--HS Competitive Cheer is still set to begin official practice as scheduled (Nov. 16th) 

--Boys Swimming is also to begin as scheduled.

Shane Schuricht reported:

• District/School Report Card: 

Normally we have a presentation about the District/School report cards and how we compare with the state and neighboring school districts at the November Board meeting. However, due to COVID, student assessment data did not take place last year. Below is the website to locate all district/school report cards in the state. Also attached is a copy of the District's 2020 report card and all the metrics affected by COVID-19.

•Fair Tax Amendment: 

The Fair Tax Amendment was defeated by a healthy margin. Shortly thereafter, the Governor at one of his daily briefings said “there will be cuts and they will be painful.” We will keep an eye on what happens in the next few months. A 10% reduction (this is what some people are guesstimating) in EBF for next year would result in a loss of $463,697.36. 

• Annual Financial Report (AFR): 

Robin is still waiting for guidance from the Office of Management and Budget for school districts that must file a Single Audit (receive more than $750,000 from the Federal government) with regards to CARES Act funds. This is not an issue unique to Shelbyville CUSD #4, but for all school districts that have to file a Single Audit.

The AFR cannot be completed until this guidance is released. It is anticipated this guidance will be available sometime between now and the end of November. As of now (an extension has not been granted at this point), the deadline is December 15th. If the deadline is not extended, we will have to move the December Board of Education meeting (it is currently scheduled for December 17th). If we have to move the December meeting date, Monday December 14th might be the best

Approved by consent agenda were the Open and Closed Minutes of the October 15th, 2020 and October 2020 Revenue Summary, Treasurer's Report, Board Bills, Expense Summary, Revolving Funds, Activity and Fund Summary.

Board agreed to table the discussion for Basketball.

Discussion of Board Policy 6:300 to remove language in the policy that states the school district allows early graduation. The district does not allow early graduation. If students are allowed to graduate early, this would adversely impact state funding for the district.

Motion to change the December regular Board of Education meeting from December 17th at 7:00 p.m. to December 14th at 7:00 p.m. Yea - Trainor, Durbin, West, Hankins, Warren and Bosgraaf. Motion passed.
