City of Tuscola City Council Met October 26

City of Tuscola City Council met Oct. 26.

Here is the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance Public Comment - None Consent Agenda Mayor Kleiss went over the items on the consent agenda:

• Minutes of the October 13, 2020 meeting

• The financial report for September 2020

• Payment of bills totaling $112,371,31 

Day moved to approve the items on the consent agenda. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Day moved to approve the consent agenda for October 26, 2020. Rund seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Mayor Mayor Kleiss commented the military service signs (27) are now in place at the entrance to Ervin Park, Kleiss asked about lighting the signs for better visibility at night. Foreman Cruzan stated there is a solar light located near the signs, Kleiss also commented on the Douglas County Museum mural which is almost complete. Thanks to all who took part in the planning and creating of the mural - it looks great. City Clerk - No Report City Treasurer In Treasurer Long's absence, Mayor Kleiss reported Eddie Boutilier and Red Barn Veterinary Services are delinquent on their TIF loans. Red Barn did make a sizeable payment a few months ago 

City Attorney - No Report 

City Administrator – Absent 

Contracts and agreements 

Mayor Kleiss opened discussion on the modification agreement with Advanced Disposal for solid waste services. Attorney Bequette stated he drafted the agreement and sent to Advanced for their review. Only one minor change was needed. Hoey moved to approve the third modification agreement between the City of Tuscola and Advanced Disposal Services Solid Waste Midwest, LLC, for solid waste collection services to Tuscola through October 31, 2025. Morris seconded. Rund asked if the cost of a second tote was included in the agreement. Mayor Kleiss stated there is no charge for additional totes. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Other

Mayor Kleiss asked council to offer an estimate for the 2020 tax rate levy, as discussed last meeting. Kleiss recommends going with a 4.5% levy estimate. This number can be decreased before the ordinance is passed but cannot be increased. Day moved to set the 2020 tax levy estimate at 4.5%. Waldrop seconded. Mayor Kleiss added the 2019 levy of 2.5% was very close to what we actually collected. Kleiss added he would like to keep the rate as flat as possible tax wise. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
