Effingham County Board Road & Bridge Committee met November 12

Effingham County Board Road & Bridge Committee met Nov. 12.

Here is the minutes provided by the committee:

Committee Members Present: Joe Thoele, Doug McCain and Jeff Simpson. Others: Becky Hoopingarner, and Greg Koester

D. McCain moved and J. Thoele seconded to approve October 15, 2019 minutes, unanimous.

Old Business

1. Salt Order Received – 100 additional tons received last week to 'top off salt shed. Cargill was the low bidder.

2. Bridge Construction Status Reports – Bridge decks have been set for both West Township Bridge along 400th Street and Winterrowd Bridge along 200th Avenue. Weather will determine if approach roadways can be constructed yet this year. 

3. Jurisdictional Transfer of Trapp Prairie Road (Discussion Only) - Koester distributed draft estimates if the county would transfer three miles of roadway to Union Township. Given the new MFT tax revenues, Union Township may want to revisit the issue.

New Business:

1. 2020 Motor Fuel Tax Planning -

a. Additional Funding – the county has been receiving an additional monthly check for the estimated 68% increase. Details on the bond portion still unknown.

b. MFT Maintenance Estimate – Greg met with Highway Commissioners the last 2 weeks setting up their 2020 MFT 

c. December 9th Rock Letting at 11:00.

2. Union Township Bridge Aid Petition - Union Township requested assistance for two drainage structures. We are only replacing one of the culverts on 225th Ave for estimate $13,000.00. J. Thoele moved and D. McCain seconded to recommend board approval for agreement, unanimous. 

3. Proposed 2020 Committee Meeting Schedule - Koester distributed the new meeting schedule for 2020 on 2nd Tuesday at 7:30. D. McCain moved and J. Simpson seconded to approve the 2020 schedule, unanimous. 

4. Status of Maintenance -

a. Culvert projects 

b. Mowing, shouldering, and cleaning ditches 

c. Worked overtime over Veteran's Day due to winter weather.

D. McCain moved and J. Simpson seconded to adjourn, unanimous.
