Gilman under microscope over cash deposits, paychecks
Auditors are conducting an investigation into alleged payroll and cash deposit discrepancies in Gilman, and the city clerk has resigned, the Edgar County Watchdogs reported recently.
The ECW said the payroll issues relate to the dates on paychecks, with employees receiving paychecks prior to their due dates. The dates on the checks were changed, creating issues with the IRS regarding the deposit of payroll taxes and filing of inaccurate payroll reports.
Another issue concerns cash payments received by the city that were not deposited in the bank. According to the ECW, residents made cash payments for items like water and sewer bills, but the cash did not make it to the bank. The auditors are still working to ascertain when the cash deposits stopped and how much cash went un-deposited.
The ECW said that a previous report said the audit was complete, which was incorrect.
The City Council is working to appoint a new city clerk, the ECW said.
