Casey-Westfield Community Unit School District C-4 Board approves head football coach for 2017-18 school year

Casey-Westfield Community Unit School District No. C-4 Board of Education met Monday, Feb. 27.

MINUTES OF MEETING - - BOARD OF EDUCATION - - District No. C-4

Clark County, Illinois

In Regular Session at 7:00 P.M. on date of February 27, 2017

I. The Casey-Westfield Board of Education met in regular session at 7:00 P.M. on Monday, February 27, 2017 at the Unit Office, 502 E Delaware, Casey, IL. Upon roll call, members present were Cox, Dougherty, Gelb, Howe, Hutton, Overbeck and Tutewiler. Administrators present were Linda Campbell, Chris Seaton, Melissa Meiners, Jim Sullivan and Dee Scott.

II. President Dougherty recognized visitors Doug Repp, Amanda Repp, Carrie Patrick, Brian Maschhoff, Jennifer Reddicks, Charity Ozier, Kennedy Repp, Myah Davidson, Kristy Redman, Devon Patrick, Missy Davidson, Ronnie Davidson, Erica Robinson, Anna Kirbach, Clyde Frankie and Sharon Durham. Brian Maschhoff asked to address the board in regards to Jr High Volleyball. He inquired about a policy regarding when 6th graders may be used. President Dougherty noted that practice is when there are adequate numbers of 7th and 8th graders to field a team, younger students are not used.

III. Act upon approval of the following consent agenda items:

A. Minutes of the regular meeting of January 23, 2017 and special meeting of February 9, 2017;

B. Review of the financial and budgetary reports and approval of the current invoices for payment;

C. Minutes of the closed session meetings of August 3 and 17, 2015; and approval of the destruction of the verbatim record of those meetings as authorized by Board Policy 220 and 220-E1;

D. EIU Graduate Assistantship Agreement for Athletic Training services for the 2017-2018 school year.

Motion by Cox and seconded by Hutton. Upon roll call, members voting yea were Cox, Dougherty, Gelb, Howe, Hutton, Overbeck and Tutewiler. The President declared the motion carried.

IV. Act upon approval of proposals for asbestos removal and monitoring from Environmental Consultants, LLC (this work is part of the 10-year Health Life Safety work). EC has taken bids for the portions of work to be completed by asbestos abatement contractors and the lowest bids have been selected.

A. Turner Arts Hall ceiling plaster, pipe insulation and mudded pipe fittings necessary for HVAC system improvements and pipe insulation and exterior soffit necessary for the removal and installation of the new window systems for the amount of $35,618.

B. Turner Arts Hall kitchen floor tile removal for the amount of $4,360.

Motion by Gelb and seconded by Overbeck. Up on roll call, members voting yea were Cox, Dougherty, Gelb, Howe, Hutton, Overbeck and Tutewiler. The

President declared the motion carried.

V. Board and Administrator Reports

A. Board—Cumberland County 1% County Schools Facility Sales Tax. The CaseyWestfield School District extends into portions of 5 counties, one of which is Cumberland County. The 1% sales tax for school facility use will be on the April ballot for residents of Cumberland County. Information about the tax is posted on the district website at www.caseywestfield.org

B. Administration

1. Buildings

i. Monroe-Mrs. Meiners

Students completed their winter benchmark testing which was used for grade level data review meetings. We were very pleased with the average 17% increase in reading and 16% increase in math from fall to winter. Every grade level had significant gains in both reading and math on the STAR 360 assessments. Great job by teachers and students!  Students in 3rd-6th grade continue to work on keeping their multiplication facts strong. We had a total of 134 students earn the 3rd quarter ice cream sundae party. 13 from 3rd grade, 49 from 4th grade, 37 from 5th grade, 33 from 6th grade and 2 from Mrs. Hacker’s classroom. Enjoy the sweet success.  The Monroe kitchen crew hosted a Pie in the Face Contest from 2/13/17-2/17/17. Students were encouraged to eat all of the food on their trays. The grade level that had the most clean trays from Monday-Thursday were able to throw a pie in the face of one of the kitchen crew. It was a close race at the beginning of the week, however the 6th grade students really pulled ahead on Thursday to win the race. As promised, students were able to throw pies at our beloved kitchen crew! What a fun way to encourage students to eat their veggies!  On 2/17/17, Mrs. Felkamp’s kindergarten class enjoyed learning about science and weather with the extra help from some Eastern Illinois University men’s soccer players. Thank you to Miss Jolene Thrush, a student teacher from EIU, for organizing this event. The EIU students also enjoyed joining the kindergarteners during PE time too! Smiles all around for everyone involved!  Monroe students, faculty and staff enjoyed our annual “Chase Away the Winter Blues” week. Students selected the following daily themes: sunglasses day, pajama day, twins day, hat day and sports day. So much fun for everyone! Thank you to Kim Evans for organizing this event.  Upcoming events:  3/10/17 - 3rd grade music program at 8:45 and 4th grade music program at 9:45.  3/13/17-3/24/17 - PARCC testing for 3rd-6th grades  3/16/17 - 3/17/17 - Parent Teacher Conferences

ii. Jr/Sr High School-Mr. Sullivan

Academics:  Congratulations to Dawson Dallape for finishing 4th out of 36 competitors in this year's Regional MATHCOUNTS

Individual Competition, and also to the MATHCOUNTS Team for placing 3rd overall in the team competition. Dawson will now travel to Naperville, IL for the state competition.  The Dual-Credit EIU Speech class is going well. Professor Jones from EIU visited the class last week and is very impressed with our students. Their first speeches were a success, and he reported that our mean average on the first exam was higher than the mean score for all the college sections, reporting that the college sections scored a 77%, with our students scoring an 80%. We are scheduled to visit the campus in April. We have been asked to participate in their communications day. Professor Jones would like a few of our best presenters to sit on a panel and answer questions about the dual-credit experience. The EIU administration is very happy with the pilot program. In the 2017-2018 school year, we plan to offer Environmental Biology and Literature.  The Student Assistance Team will complete data collection through the use of student surveys next week, gauging students' perception and feelings about school climate. From this data, the SAT can determine what issues the students consider most important in enhancing school climate and culture. We hope to use this data in developing more effective behavior interventions and rewards through the PBIS initiative. The Student Assistance Team is very excited about the possibilities of impacting school climate.  The 7th grade Personal Finance Class is beginning a financial simulation game where six groups each run a business. They maintain inventory, analyze profits, and obtain loans for business expansion. The students will be guided through these activities, and the team that makes the most profit, wins  Carpentry class Work continues on Blog Camper. The student body voted on the colors, with gray and turquoise winning, and the camper was painted over the Christmas break.

The students have been doing various projects for faculty, the classroom, and community. 

Carpentry I:

Students are currently working on the following projects:

Queen bed (complete); Farmhouse Table with Amish bench and 3 chairs; Primitive Pie safe; Replica Oak Ice box; Storage shelf with coat hooks; Entryway Message board center; Primitive Kitchen Hutch; Recycling console; Oak tower book shelf (2) 

 Industrial Arts:

Students are crafting custom cutting boards and Facebook sales have been doing well.

We are also making Chess/checkerboards from Walnut, Cherry, and Oak. These will be offered for sale on Facebook.

Arts:  The HS Band would like to request that members of the High School Band be permitted to go to Sandusky, Ohio for an end of the year trip. The date of the trip is planned for May 30–June 1. We are planning to charter a bus out of Effingham.

Students will pay for the cost of the trip and the school district will not be required to pay anything. We plan to stay at the Great Wolf Lodge so the students can be in the waterpark for two nights. We will drive to Sandusky the first day then go to Cedar Point amusement park the 2nd day, and return home the third day.  The Lincoln Trail Band Festival is scheduled for Thursday, March 10th Casey-Westfield High School.  Junior High Choir is hard at work on their class musical. All students are either helping to paint the set, choreograph the songs, run the lights and curtains, or perform in the cast. Students with leading roles include Elisa Elliott, Courtney Stoutin, Maiya Miller, Lanie Elder, and Wade Robinson.  High School Choir performed their 2nd Exceptional Families Concert on Saturday. Cumberland Choir students joined us, for a total of around 40 students. They audience was very enthusiastic and sang and danced along with the students in this fun, interactive concert. Prior to the concert, our choir students traveled to Hawthorne Special Needs school in Mattoon and performed two mini performances for their students. These students were an amazing audience!! They laughed, clapped, cheered, danced, and played with our students throughout the performance. Our students walked away talking about how much fun it was to perform for such a happy group of students

Athletics:  Girls Basketball- Jae Lynn Riggleman advanced to the State Three Point Shootout at Redbird Arena in Bloomington on February 18th.  The CWHS cheerleaders hosted their annual cheer clinic for the elementary students. We had 29 in attendance. The groups then performed at halftime of the varsity home game. It was a great experience for the cheerleaders, as well as the participants.  High School Track & Field is off to a great start. We have been working hard since the middle of January and our indoor meets are going very well. We just had Faith Frye, Blake Currey, and Christian Cochonour place in the top ten in each of their events in a 136 team meet at Indiana University. We are looking at having close to three times the number of athletes we had last year, so that makes this look to be a very exciting season.  HS & JH Spring Sports practices begin on February 27th.

Clubs:  Junior High Scholastic Bowl season has begun and 18 students are participating on this year’s team. We have had two meets so far, both against Cumberland and Oblong. Our varsity record is 2-2, while our junior varsity is team is 1-3.  CW FFA finished off a great FFA Week. We had around 80 people from the community come to our Annual Pancake breakfast. Thursday, I took some FFA members to the Ag In the Classroom Career Day, where we worked on resume building, filled out job applications and spoke with a Representative from Lake Land College. In the afternoon, we toured the new Becks Hybrids Distribution center in Effingham. Thanks to all the people that helped with the event, Kim Reeder, Trent Maxwell, and the Crew at the NRCS and Country Financial. We were postponing the tractor drive due to weather conditions at a later date. We are going to host our annual petting zoo and flower sale at the park later in the spring. Thanks to everyone that has helped to make it happen!  CW FCCLA made and delivered Valentines to local nursing home residents. National FCCLA week was celebrated with a “Dude Be Nice” theme, which included kindness activities and honoring school personal with cards, balloons, and treats.

2. District – Mrs. Scott

i. Illinois Department of Public Health has now provided a protocol for testing drinking water in schools for lead.

VI. Addendum—Tracy Gelb inquired about an updated softball banner. Jim Sullivan noted it would be done this summer. Jim Sullivan updated the board on plans for the baseball diamond. It has been leveled and more dirt is needed where the trenches are settling. Mike Leichty is working on scheduling the home games away. Max Kirbach is working on fundraising for the fence fabric which is estimated to cost approximately $18,000. Tracy also inquired about a ramp both inside and outside for access to the band room. Administration will discuss this with the architect.

VII. Act upon approval to adjourn to closed session under c1 (employment) and c21 (discussion closed meeting minutes) of section 5 ILCS 120/1 et seq. of the Illinois Open Meetings Act at 7:42 p.m.

Motion by Howe and seconded by Tutewiler. Upon roll call, members voting yea were Cox, Dougherty, Gelb, Howe, Hutton, Overbeck and Tutewiler. The President declared the motion carried.

VIII. Act upon approval to reconvene to regular session at 8:23 p.m.

IX. Act upon the following consent agenda items:

A. Act upon approval of January 23, 2017 closed session minutes.

B. Act upon approval of support staff recommendations.

1. 2.7% pay increase for the 2017-2018 school year (this is the average increase received by certified staff through the PN agreement)

C. Act upon approval of certified staff recommendations.

1. Employ Jay Bohner as JSHS Social Sciences Teachers for the 2017-2018 school year.

D. Act upon approval of co-curricular recommendations.

1. Employ Jay Bohner as Head Football Coach for the 2017-2018 school year.

D. Act upon approval of administrative staff recommendations.

1. FY18 contract for William Seaton as JSHS Assistant Principal.

2. FY18 contract for James Sullivan as JSHS Principal.

3. 2.7% pay increase for the 2017-2018 school year.

Motion by Cox and seconded by Hutton. Upon roll call, members voting yea were Cox, Dougherty, Gelb, Howe, Hutton, Overbeck and Tutewiler. The President declared the motion carried.

X. Addendum— President Dougherty emphasized the need for good communication between administration and coaches. Administrative approval will be required before any 5th or 6th grade students are brought up to play. If approval is given, direction will also be provided for use of students at different grade levels.

Dee Scott noted that there had been no further discussion regarding any sports co-ops. The board discussed and directed administration to forward a proposal for a football cooperative for Martinsville’s consideration.

XI. Act upon approval to adjourn at 9:00 p.m.
