Arcola School District No. 306 Board Building Committee discusses five-year plan

Meeting 04

Arcola School District No. 306 Board of Education met Wednesday, Jan. 4.

The Arcola School District 306 Board is responsible for overseeing all local school district matters. the board meets on the second Wednesday of each month.

Here are the minutes as provided by Arcola School District No. 306:

Building Committee Minutes – January 4, 2017

Present: Tom Mulligan, Superintendent; Ken Vogt, Head of Maintenance, Board Members: Ginger Kielhorn, Dr. Robert Arrol, Sue Stout, Jim Crane, Chad Strader, and Erica Thieman.

The meeting was called to order at 6:00 pm. The following were the topics discussed at the meeting and relevant information.

All Purpose Room Floor Updates

Dr. Mulligan reported the current status on the All Purpose Room project. He is in the process of scheduling a meeting with CTS regarding our next steps. The update on the floor is as follows:

The All Purpose Room Floor – Melvin Thorne was here and was able to remove the tape residue. Melvin had brought a cleaner but that cleaner did not work so they used a PPG automotive thinner. The floor is cleaner but it still isn’t great. The problem with the chemical he used is that you could smell it on the other end of the building (I am talking the 3rd floor of the old HS building) it was so strong. There is no way we could use that cleaner on a regular basis.

If you recall, the manufacturer had said that the floor would not have any additional defects now that it had set up. In the corner by Kim Kennel’s office, we noticed that it is starting to “spider” like it had done earlier after the first application that had to be redone. It is nowhere near as bad but why is happening at all? We need answers on this.

Melvin suggested three options:

Pour a top coat that is a darker color so it will better hide the dirt (this will cost around $5,000 - $6,000.

Clean the floor with the chemical and then seal the floor. I am not sure how this will work and I am pretty sure this isn’t recommended by the manufacturer but would like to know what they suggest.  Live with it.

2. The mat for the rock-climbing wall is not going to work for several reasons.

The biggest problem lies in the hooks. There are several issues:

 The hooks are not wide enough to go over rocks it attaches to.

 The hooks don’t line up with the rocks

 The pads are not all seamed in same place

3. The company needs to install new locking/closure mechanisms for the Cabinets in the all-purpose room? The current hardware they used is junk.

Pre-K Shed

Dr. Mulligan informed the committee that the current shed is not safe anymore and that we are in desperate need of storage. He also indicated they wanted the shed to be very nice because it is at the entrance of the elementary facility. The cost of the shed will be around $7,500 and we should definitely have some Pre-K funds available to apply towards it. The committee suggested we explore a LP Smart Siding option for the shed, which we have done. The committee recommends the purchase of the shed.

Five-Year Plan

Dr. Mulligan presented a five-year facility plan to the committee. He first provided an estimate on how much money the district would have to spend directly on projects over the next five years. He then walked the committee through the five year plan. The most important decision is the approach that the district will take to replace the boilers in the 100-year high school building. Estimates for this project range between$1,800,000 and $3,000,000.

Dr. Mulligan and Mr. Vogt provided an overview for the two phase project. The committee will recommend to the full board at the January meeting to approve moving forward with phase one of around $25,000.

Dr. Mulligan also discussed five other projects he is recommending to be completed for next school year. The committee will continue discussion and consider approval at the February Board meeting.
