Tuscola City Council met Monday, Nov. 14.

The regular meeting of the City Council was called to order wit Cleland, Day, Henderson, Hoey, Shoemaker, Truitt, Waldrop, and Mayor Kleiss in attendance. Alderman Slaughter was absent. Mayor Kleiss led the pledge of allegiance.

Consent agenda
Mayor Kleiss went over the items on the consent agenda:
- Minutes of the October 24, 2016 meeting
- Payment of bills totaling $223,596.65
Hoey moved to approve the items on the consent agenda. Henderson seconded. Vote Yea* Cleland, Day, Henderson, Hoey, Shoemaker, Truitt, Waldrop. Shoemake moved to approve the consent agenda for November 14, 2016. Cleland seconded. Vote yea* Cleland, Day, Henderson, Hoey, Shoemaker, Truitt, Waldrop.

Mayor Kleiss congratulated the Warriors on a fine football sesaon.
City Clerk - No report
City treasurer
- Treasurer Long reported the TIF delinquencies are Eddie Boutiller, Red Bard Vet Services, and Rachel Puckett.
- Treasurer Long introduced Curt Liles and Matt Morgan of the Kemper CPA group. Liles presented Kemper's annual audit findings for the city. Liles pointed out the city has a strong balance sheet; Kemper's overall assessment is the city is in good financial condition, thanks to the fine leadership of Alta and Drew.

Ordinances
Mayor Kleiss presented an ordinance approving the min/max agreement with our insurance provider. Treasurer Long pointed out this is part of our insurance renewal with the Illinois municipal league risk management association (IMLRMA), calling for a 3.7% rate increase. Long stated we had high losses due to the hail damage two years ago and paid an additional premium plus the discount, but overall, the min/max agreement has saved the city substantial amounts in premiums over the years. Day moved to approve ordinance 2016-O-11, an ordinance authorizing the execution of the IMLRMA minimum/maximum contribution agreement for one year beginning December 31, 2016 and ending December 31, 2017. Shoemaker seconded. Vote yea* Cleland, Day, Henderson, Hoey, Shoemaker, Truitt, Waldrop.
Other
Treasurer Long announced the county's levy estimate shows an 8% increase in EAV for this year, adding the information is not reliable because it is coming to us without the extensions added. Long went on to say last year we had more of an increase than anticipated so our levy was down and our rate was lower. Long recommends staying at a 4% levy, adding she thinks we will come in about even or slightly higher. The ordinance will not be approved until the first meeting in December. Long would be happy to answer questions about the levy before action is taken on the ordinance.
Mayor Kleiss reminded council we will soon be replacing the police department's explorer that was recently wrecked.
Hoey asked about the City's health insurance premiums. Long reported the plan we are on now will increase almost 30%. she is in the process of looking at other plans in hopes we can avoid such a large increase. Long will also be meeting with our agent this week to look at plans from other companies.
